Interstate Compact for the Placement of Children

The Interstate Compact for the Placement of Children (ICPC) is a contract among member states and U.S. territories authorizing them to work together to ensure that children who are placed across state lines for foster care or adoption receive adequate protection and support services.

ICPC provides protection and increases uniformity for sending and receiving states by:

· Regulating interstate movement of children;

· Ensuring enforcement in other states;

· Providing for the monitoring of placements;

· Clarifying responsibilities; and

· Expanding a state’s jurisdiction.

NET is contracted with Philadelphia Department of Human Services to provide ICPC services to referred families. This includes certification of the home per PA State Regulations and overseeing the placement of the children in the home to ensure their safety and well-being needs are met.

To become certified as a resource parent a person must complete all training requirements, home study, clearances for everyone in the home over 18, physical, pass a home inspection, income verification, and be over the age of 21 years old.

Any children involved in the Child Welfare system out of state can be placed in a kinship home through Philadelphia with this process. If you have a family member that is in care out of state and you would like to be certified to care for them, we may be able to help. While a referral is needed from Philadelphia, NET can assist with letting you know the steps to start the process.
